Renowned experts from the elite universities in the world will work at Turkish universities on part-time assignments.
The Council of Higher Education (CoHE) has paved the way for the part-time employment of researchers from the elite universities across the world and bright minds from the private and public sectors in Türkiye who can contribute to innovation and design at universities.
This project aims to enable distinguished researchers around the world and bright minds from the private and public sectors in Türkiye to transfer their knowledge to universities, to provide students with a private sector perspective, and to institutionalize university-industry cooperation.
The Council of Higher Education (CoHE) has determined the "Principles and Procedures for Part-Time Assignment of Qualified Turkish or International Researchers with PhD Degrees Working Outside Higher Education Institutions".
Accordingly, competent Turkish or international researchers who hold at least a PhD degree, have patents or designs, and have publications in international scientific journals in the fields of science, engineering and health, and work in research institutions will be able to work part-time at universities.
International researchers will be accepted from the universities ranked in the top 500 of at least three of the world rankings recognized by CoHE that are Times Higher Education (THE), QS World University Rankings, Academic Ranking of World Universities (ARWU) and CWTS Leiden Ranking.
Researcher will be able to take part in innovation and design projects
Turkish and international researchers who will work part-time at universities will be able to take part in scientific research and projects, R&D, innovation or design studies, scientific research projects as a coordinator/researcher, give lectures in undergraduate or graduate programs, and provide consultancy. Researchers will be assigned for at least one day a week for a period not exceeding one year.
Scientific publications and competencies of researchers will be taken into consideration
Researchers who want to be assigned part-time will apply to the unit where they want to work. The applications will be examined by the relevant unit and the part-time assignment proposals of the researchers who meet the criteria will be sent to the Council of Higher Education upon the decision of the university administrative board based on the reasoned opinion of the administrative board of the relevant unit, the mutual agreement of the institutions and the proposal of the rector.
After evaluating the scientific publications and competencies, the Council of Higher Education will approve the part-time assignment of the researchers.

CoHE President Erol Özvar stated that they opened the doors of universities to distinguished researchers in the world with the regulation.
He stated that this regulation would contribute significantly to the internationalization of higher education and said, "Turkish or international faculty members and researchers who work in internationally recognized foreign higher education institutions and who are well-known in the world of science will be encouraged to work at Turkish universities."
He noted that the research capacities and publication productivity of universities would be positively affected and that the innovative and entrepreneurial university understanding would develop. He emphasized that it would encourage the transformation of the knowledge produced at universities and in the public sector into social and economic added value in high-tech fields.
Özvar also stated that the scientific research, publications and projects of highly qualified researchers who work in research infrastructures, institutes and R&D centers, but do not hold any positions at universities, will become visible through the university they are associated with.
"The regulation will ensure the establishment of a bilateral cooperation by eliminating the lack of unilateral cooperation from the university to the industry and from the industry and the public towards the university. Industry experience and perspective will be transferred to university students. In addition, through these researchers with industrial experience, graduate students will be provided with a private sector perspective and will be able to find a job easily," he said.
